OSHA Definition
Per OSHA 1910.147(b), lockout is the placement of a lockout device on an energy isolating device, in accordance with an established procedure, ensuring that the energy isolating device and the equipment being controlled cannot be operated until the lockout device is removed.
Lockout vs Tagout
Lockout provides physical restraint that prevents an energy isolating device from being operated. Tagout provides only a warning. OSHA requires lockout when an energy isolating device is capable of being locked out, unless the employer can demonstrate that tagout provides equivalent protection.
Requirements
Lockout devices must be substantial enough to prevent removal without the use of excessive force or unusual techniques such as bolt cutters. Each device must identify the authorized employee who applied it, and only that employee may remove it (with limited exceptions documented in the employer's energy control program).
