OSHA Definition
Per OSHA 1910.147(b), tagout is the placement of a tagout device on an energy isolating device, in accordance with an established procedure, to indicate that the energy isolating device and the equipment being controlled may not be operated until the tagout device is removed.
When Tagout Is Permitted
Tagout alone is permitted only when an energy isolating device is not capable of being locked out. If the device can be locked out, the employer must use lockout unless they can demonstrate that tagout provides full employee protection equivalent to lockout, including additional safety measures.
Tag Limitations
Employees must be trained in the limitations of tags per 1910.147(c)(7)(ii): tags are warning devices only with no physical restraint, must not be removed without authorization, must be legible and understandable, must withstand environmental conditions, and may create a false sense of security.
In LOTOBuilder
When Tag Only is selected for an isolation point, LOTOBuilder documents this choice in the procedure. Organizations should maintain separate justification documentation for tagout use on lockable devices.
