OSHA Definition

Per OSHA 1910.147(b), servicing and/or maintenance includes workplace activities such as constructing, installing, setting up, adjusting, inspecting, modifying, and maintaining and/or servicing machines or equipment. These activities include lubrication, cleaning or unjamming of machines or equipment, and making adjustments or tool changes, where the employee may be exposed to the unexpected energization or startup of the equipment or release of hazardous energy.

Scope

The LOTO standard applies whenever employees perform servicing or maintenance where exposure to unexpected energization exists. This is broader than many facilities realize. It includes routine activities like lubrication, cleaning, unjamming, and tool changes, not just major repair work.

Exceptions

Normal production operations (using the machine for its intended purpose) are generally not covered. Minor servicing that is routine, repetitive, and integral to production may be exempt if alternative measures provide effective protection. Cord-and-plug equipment is exempt when unplugging controls the hazard and the plug remains under the exclusive control of the servicing employee.
